I'm in the same situation with a 40° Burrow top quilt the same age, Mid 2018. Used a lot outdoors but is on a bed most nights since. Most of the down has migrated to the outer perimeter. No amount of fluffing seems to help.
It has not received any recent cleaning other than damp wiping by hand and air drying. The fabric seems to be in decent condition. Image is top quilt hanging in front of a quilt Xray machine (my window.)
Is injecting more down a possibility or is it time to move on?
