One of the things that has helped me is getting hold of a number of swatches from different locations and then testing the swatches. I can then better know what I am dealing with when I encounter a questionable fabric from walmart of wherever.
I have just found that to properly find fabric in Walmart, you have to basically put your hand on every piece in there. I just went back to the store I have been in at least three times, and there was a leftover bundle of ripstop nylon just waiting for me. I know I didn't miss it before, but I must have. Crazy I tell ya.
You guys just need to look harder
You won't find it in every Walmart, and it won't be there everytime you go, but eventually you will find both coated and uncoated fabrics here in AL. I've found them while living in Montgomery, now in Birmingham and even one time down in Gulf Shores. In the 'Ham, try the one on Lakeshore. I've found some stuff there from time to time.
Sometimes you get lucky, sometimes you don't. If it's any consolation, I've only found the fabled "walmart silnylon" once.
