The hooks go on your hammock then the shock cord on your quilt snaps into the hook.

Take a look at Dutch's video. You can also use one on each end of the suspension, to drawn the two shock cords together, changing the "lift" point of the suspension lines. Sort of draws the cords up higher and with it snugs the edges of the UQ, a little better.

I'll chime in and say "it depends."
Hooks on the hammock make sense if you use one hammock w/ many quilts.
You can also put grosgrain or shockcord points on your hammock and keep the hooks on your quilts, which makes sense if you have many hammocks and use just a few quilts. I personally feel much better about adding a few small loops of grosgrain to my hammock at various points to accommodate FL and 3/4 UQ's vs. several hooks. When I've attached hooks directly I've always sewn them onto grosgrain patches before sewing the patches onto the quilt b/c I feel I can make a more durable stitch to the hammock body that way, but of course this takes more time.
Occasionally hooks on the hammock can get caught up with cordage, and some people just don't like the idea of hard hooked anything in their stuff sacks due to potential for abrasive damage.
The quilt hooks that were designed to slip onto the hem of a hammock work great when slipped into a grosgrain loop, whether that loop is on the hammock or on the end of triangle thingies.
Lastly, SgtRock has added a ladder system to his hammock that allows the hooks to attach at various points, so again another example of hooks on the quilts working just fine.
I don't think there's really a wrong way, just a bunch of right ways which depend more on your gear than anything else.
Tato makes clip on Quilt Hooks for Dutch as well. Those can also be used to redirect the UQ suspension over the top of your hammock suspension instead of under, because you can clip two shock cords into them.
