Not a whole lot of experience but if your talking like sheet metal kind of thin... I would think tin snips would cut it... But like I said, I have minimal titanium experience...

I would contact Lawson Kline (http://lawsonequipment.com/Contact-Us-5.html). He might give you some advise. From what I've read, he has experience with Ti stuff.
What about Dutch? All of his stuff seems to be Ti
I have some titanium foil from TiGoat (0.005") for windscreens that I was able to cut with tin snips without any difficulty. I think it will depend completely on the thickness of your titanium sheet.
If its too thick for the snips (try it, Im not sure the quality of your snips) use a handheld grinder with a fiber-metal cutting wheel.
Any production work done by vendors is laser or water jet cut by a factory/fab shop.
But for small diy projects, the grinder is the way to go. Ti is tough stuff and can usually dull snips and normal metal-working tools rather quickly. Anything thicker than a credit card will be difficult with snips. A dremel can work too, but you'll use up a few of those mini wheels, so buy a pack or two.

I cut a bit of Ti that was fairly heavy with a dremmel tool and cutting disks,,,but went thru 6 or so discs as they will break and be used up quickly,,the heavy Ti,,is hard on tools.
