Buy an OES tarp before he goes out of business for a couple of years. Get by with the pad for a couple of months, then add the UQ. TQ is last, as the sleeping bag will suffice for years.

Like so many say, go with the UQ. You can get by with a cheap hammock, tarp and sleeping bag/blanket but you won't find a way to get a UQ for cheap unless you diy it from a sleeping bag. Even then small things can make a world of difference with a UQ.
If you're worried about your pack weight, a blue tarp only weighs 2lb or less, hammock around 1lb, warm sleeping bag around 2-3lbs. Even using low end kit, its easy to have a solid 20 degree pack weight of 10lbs.
Like others have said I think it depends on what kind of camping you intend to do. I tend to lean toward tarp first because you can always get by with a pad and sleeping bag and still be mostly comfortable.
I say buy it all at once, then you'll get lots of hanging time when your wife kicks you out fo the house.
As for me, I started with a big blue tarp and only replaced it when I got a great deal on the Guide Gear 12x12 from a member here. ($25) My UQ is DIYed using down from a pillow I purchased from ebay ($40). And my TQ will be DIYed as well with the rest of the down from that same pillow. So with fabric, thread, and shock cord (gathered from a cargo net sold at Harbor Frieght) I've spent around $125-$150 total for my big three items.
