I found a guy who is selling a queen sized down comforter for $30. Would that be a good deal if i got that and then took the down to make an underquilt?

Problem with a down comforter is it's mostly feathers. I had a friend give me a bag of down from a pillow and it's 80% feathers. I might make a pillow out of it, but not a quilt.

Not necessarily.
1- Harvesting and repurposing down is a messy proposition at best.
2- Down bedding is typically made with very low fill-power down (550 or lower) so you need more of it by weight to get the same insulation and loft than you would get from less down of a higher fill-power.
Do some reading and know what you're getting into before you tacke that project. It may be that you want to do that, just be sure.
