I can answer your question, I made the 9 foot version of this hammock this past summer based on these plans and peepin' a real WBBB I managed to borrow.

You are correct, that piece is the reinforcement that goes in between the footbox and the shelf, on the foot side of your hammock. The real WBBB had a very thick piece of nylon here so I chose to use 2 layers of 1.6oz HyperD cut at a 45% angle to each other.
