I'm switching to whoopie slings soon, and was wondering what to use as a toggle that I could buy in my area. I was thinking about using PVC pipe as them but didn't want to waste my money, so I decided to ask. Thanks in advance!

I've seen a pen used before so it can be many different things. The key is to ensure the whoopie sling loop go over the knot and not on the actual toggle itself. This way the force is applied to the knot and it won't break the toggle. As long as whatever you use can take the compression.
Trail sticks you find at camp are good for improvised toggles. You can get some wood dowels and cut them to length, aluminum arrow shafts work well, tent stakes..you get the picture.

I'm using 3" pieces of 5/8" dowl rod, a lot of folks are also using alum arrow shafts. Get a good green stick (hardwood) in the woods and it will work, just make sure you loop the whoopie on the knot, not on the toggle.

All great answers already... in addition to the above I've also seen them made out of everything from deer antler/bone to carbon arrow shafts. The key is that the material be strong enough not to collapse (if hollow) or break (if not) under the pressure from the webbing.
And please put the loop on the knot, not the toggle...

I use a cheap $.99 biner to do double duty--hangs my hammock suspension (whoopie on the knot, not the biner) and anything else that I might want to get up off the ground.
You're gonna need a bigger hammock
I buy knitting needles and cut them into 3" lengths.

Arrow shafts, trail sticks, golf shafts in alum or carbon fiber, dowels.
