Its not the thread. The machine is new. The seamstress down the street had it jam on her too. What should I try next?

    the timing might be off,
has it been oiled since the vinyl job?
is there a mechanic/sewing machine repair shop near you?
ask at any 'quilting supply' store, they will know someone local.

Try using a "leather" needle on the vinyl. Vinyl has some of the same characteristics as leather in that it is non-woven and somewhat sticky when pieced. Under no circumstances use a leather needle on woven fabric. It will destroy the weave and render the fabric unusable.

Raise your tension on the spool to at least a 5. The stickiness of the vinyl will require a higher tension to pull the loop up instead of stripping the spool. The inability to turn the wheel by hand indicates the threads are being scrunched up in the throat plate.

Coats and Clark is a sub-par thread IMO. One of the reasons for that is the finish on the thread is not as slick and smooth as the Guttermans. The extra "fuzzies" on the thread will make it even hard to use a low tension on the spool.
I may be slow... But I sure am gimpy.

"Bless you child, when you set out to thread a needle don't hold the thread still and fetch the needle up to it; hold the needle still and poke the thread at it; that's the way a woman most always does, but a man always does t'other way."
