    If some one(like SLD for instance) would make you a custom item, you might want a pillow case design like I described earlier, which came on the original Yeti. Just now I also remembered WB for a while made a snap in VB liner(reflective? snapped on top of the inner shell), where as the original pillow case was sil-nylon covering both inner and outer layer, if my memory is correct. The advantage to a pillow case, with openings at each corner for the UQ suspension to pass through, is no added suspension or mini biners required. Some cam snaps can close the "pillow case" openings. If you don't want to do VB, you can just have it made out of whatever breathable material you like. Just don't use a VB/sil-nylon for the outer cover, unless you also have the same for the inner cover. If the inner is breathable, the outer needs to be also. Unless wearing VB clothing.

    Or, maybe he could just make you a nice short UQP(non pillow case), with it's own suspension? I don't know why that wouldn't work, but 2QZQ must have a reason. But again, even with a simple UQ meant for the outer layer only(as opposed to a pillow case), couldn't one be designed that cam snapped to the corners of your UQ? Or perhaps snapped around the UQ suspension at the corners of the UQ?
