They all store fully lofted in the bins. I have 13" of clearance so each bin can comfortably hold 3 quilts. Much less compression than a cotton storage sack.

I am first going to do similar what is pictured here but without all the cabinets, just the rod mounted to the walls. In the bedroom I have zero floorspace, no under bed no nothing anywhere........... but if the coat rod doesn’t work out well The Old Lady has given the OK for these armoires to be in our living room.

While I know it looks "cool" to have all the down hanging, I suggest you don't. Why, moths. They will find them, especially if using a garage for storage. I highly suggest you store them in the large cotton laundry bags for extra protection. Plus the cotton help prevent the down from wicking moisture out of the air. My take...
Lots of gear and very little storage space is a tough combo. There are bound to be some compromises. If you value a clutter free living space, then consider quilts in plastic bins in the garage. If there is no garage, consider a small storage unit. 12 quilts plus all that other gear you alluded to is going to take up a whole lot of room in what sounds like a very small living space.
