There is a county park outside of Jim Thorpe. http://http://www.carboncounty.com/park/
You would probably need a shuttle since it is a couple of miles you could also fish the lake using your kayaks. It is closer that Hickory Run State Park.
The suggestion about the park at Lehigh Gap does not allow overnight camping. It is a day use area in the East Penn Township where I live.
Do a search for camping near Palmerton, PA which is just above the Lehigh Gap.

Not sure if it's too late for your trip, but Mauch Chuck Lake Park has many sites available, and about 10-12 right on the lake. My brother and I camped there this past weekend for 4 days, and were able to launch our kayaks right from the site. Plenty of trees to hang hammock from as well.

We did a lot of kayak fishing... well, when it wasn't thunder storming anyway... but it's a lake, no whitewater rafting there, but close enough to spots you could I suppose, and certainly closer than hickory run. Sites book up quick during busy weekends like the 4th, but not as crowded outside of that. Btw, site 117 is probably the biggest, "secluded" site there that sits on the lake if you do want to reserve a spot there.
