Check out Arrowhead Equipment. Got myself a decent 3 season UQ for $80. I would like to make my own eventually. I have started my own hammocks, and bags and working on tarps now. UQ are super expensive, so I would like to eventually save some money and make my own.
I Just had the Arrowhead 3 season Jarbidge River down to 31 degrees and had room to go colder. I imagine their full length winter quilts are even better. Decently priced and reliable. It is a bit heavier and doesn't pack quite as well as some of the more expensive ones, but that's why you pay more for the other ones.

DD hammocks' underquilt is 87 dollars, multicam pattern is 95 dollars (and their site says delivery included) and goes down to -5C... I guess that's 23 in fahrenheit? I have 2 of them and they do their thing well. BUT their dimensions are shorter than in other UQs, that might be issue on longer hammocks. Also they have some weight, but if that's not issue...
