You can thread the head end bar through that loop, if you want.
If you were to shorten the head end bar by removing its short middle section (perhaps to make the hmmock feel less 'tippy'), then the cloth might sag around your face when you're in the hammock, and this loop serves to keep that from bugging you. There's less need for it when you're using the full length bar at the head end.
Its probably simplest to thread the bar through that loop when you're first setting up the hammock, but I often forget; its usually possible to pull the bar apart near the middle and put it through once its set up (as in your photo).
Not only the above, but if you don’t deploy the bug net you’ll notice that the center will droop a little. If you thread the pole through the loop, it will tighten it up.

No need to thread it during setup, you can do the same after setup by running the cordlock around the pole and passing it between the two strands of stretchy cord.
For my part, I removed the cord loc completely and just tie the two strands around my pole in a little knot. half and ounce baby!
I cut mine off. Only hooked it up when the cord lock would hit the spreader bar and remind me that it was there.
