Yes. Its a little confusing because now there are "straps" with only one loop to be used with buckles, etc., but the term "hugger" typically means its got loops on both ends.

There is no one, fixed definition. Different vendors use different names for their products. I tend to think of huggers as having loops on each end and straps having a loop on one end. For me, straps generally go from tree to hammock and huggers have additional suspension (e. g. a whoopie) between the hugger and the CL (or whatever or nothing) on the hammock. But then, a "strap" may just as well be connected to a whoopie... Just be sure the vendor is selling you what you're looking for.

Yep, loops on each end. I prefer them that way.
One thing I love about huggers is that the loop means they can potentially eliminate the need for other parts & thus simplify a suspension system. For example, in my main system, my huggers stay permanently attached to my whoopies using a simple larks head. So just two simple parts, the sappy stuff in one stuff sack, the non sappy stuff in another.
