In the army I got used to sleeping on the ground with no tent... just my sleeping bag in a goretex bivy cover. Rain, no rain, whatever... tarp was used to cover my pack and boots. Because nothing will wreck your morning like wet boots.
I've just started hanging (backyard only), but so far use the same "topless" setup if rain is unlikely... after all, it's just water. Probably reconsider if I didn't have a waterproof bivy cover or if I was miles from shelter.
Tarp frequently but if no rain and no heavy dew expected, I like the open view through the bugnet, and in the open with no bugnet if it's colder than 50 degrees = no bugs..If in doubt, then tarp is set up but draped off to the leeward side so can be pulled up and over if necessary. I like seeing the sky.
I've slept one or two nights so far without a tarp, and I really liked it. Being able to see the stars and surroundings while falling asleep was really nice. Since the weather was warm, I also enjoyed the breeze. And of course, I saved some time and effort setting up and tearing down.
