That's gonna be a toughie. A decent tarp costs what a decent tarp costs, and if your price point is too low, then you won't find a decent tarp. The lowest priced decent tarp, which can be sometimes be found for $40, is the Kelty Noah 12. You'll find hundreds of reviews on HF - as you will also find for the Hennessy Hex (though you'll have to pay $60 or $70).

On the other hand, you could go for a tarp that has very few reviews on HF, and will most likely prove to be insufficient for anything but a light rain. A Yukon Outfitters tarp can be had for $25 or 30, but I've seem them in person, and they're not my idea of a tarp that will keep me dry.

Generally you can't have good, cheap, and light all at once.

Check out the Kelty Noah tarp.

If you're willing to cut & sew Ripstop by the roll has a 12 foot kit for $53. That covers 'good and light'

I picked up a Chinook tarp for about $35. I want to think it is 14X9. Not the top of the line by any means but very usable and it has given us great service and no problems.

I also have a Chinook tarp (12x9.5), and it's not bad. I got mine for about $30. It's not light, but it is reasonably packable.

I will say I'm a believer in buy once cry once. I bought my Chinook cause I was in a bind and had to have something before a trip. If I could have waited I would have just got a tarp from one of the fine vendors here. My UGQ hanger 12 is far lighter and 1/3 of the size packed down. You certainly get the quality you pay for. IMHO

If you just gotta have one to get out and camp why not grab a cheapo blue tarp, then save for a good backpacking tarp. The chinook is a good tarp, just heavy in my opinion and it was also silnylon (which I wanted silpoly).

Edit: You know the "quest" isnt far out of your range, and i couldnt see HG producing sub par gear. I dont have one but I've read a few good things about them.

I just "cheap" on myself... I skip a few mochafrappachocloblastalattes, a few fast-food fries and a couple of trips down to my beloved fish joint... and bada-ba-boom... gear $$
