I am having trouble figuring out how big to make the stuff sack for my tarp. Has anyone already made one or have a good method of measuring?

One method is to stuff the tarp into a plastic grocery bag. Then sort of form it into a cylindrical shape & measure the length and girth.
The following method works for me is easy to remember. Cut the width of the fabric the girth plus seam allowance. Cut the height the length plus girth/2.

That sure beats my method: Wad the tarp up into a ball and plop it down on a piece of fabric. While holding the tarp-ball with one hand, wrap the fabric around the tarp to get an idea of the dimensions you will need. Cut and sew your stuff sack. Repeat the procedure, this time being a little more precise, to get a stuff sack that actually fits your tarp.
I like the stuffsack to be quite large in the winter because frost, ice and frozen fingers make it hard to fit in its original sack.
sew 1/2" grosgrain around the top and bottom edges. Use some cordage and line locs for a tiny compression bag. Then a bigger stuff sack is no biggie.
