Anyone had any leaking issues from running a CRL under a SilNylon Winter Dream Tarp (seam sealed)?
You never want to run your CRL under your tarp for many reasons. A couple are, there's the wear and tear on the tarp rubbing on the line and there's the direct channel for water to run under your tarp. The tarp ridge line should be plenty strong to handle the pull of a CRL as well as individual lines from each side.
People run the CRL under the tarp, but I don't for reasons listed by TrailSlug.

IMO, CRL over or under depends on the weather conditions you are expecting.
Summer, I run my CRL over my tarp. That way there is no chance of wear/tear on the tarp and no chance for water to drip in under the tarp from the line.
Winter, my stock set up is under my tarp with drip lines attached where it goes under the tarp. Why? Snow is heavy and I want the additional support under the tarp rather than the weight on the tabs of the tarp.
Others do it either way and are happy with their choices.
