Shake 'n Skin, then strap on the outside.
Putting it into a garbage bag, or anything waterproof, when wet, can only help mould and bacteria build up. Don't want that!
I use my bandana to wipe it down. Wring it out. Repeat until dry. Shake all the twigs, leaves, etc. off first.
If it has bird doodies on it, I just undo the tie outs, and shake it like I'm mad at it, and that's good enough.

I shake mine to get some water off. Skin them up and put them in a small stuff sack.
Dry when I can.

Shake the you know what out of it, put it in its skins, stuff it into a double ended stuff sack, then it goes in the side pocket of my pack. I always keep my tarp in that same pocket, even if it's a dry day. It's just good for me to know that it has a definite place that it goes, so if and when it's wet, I don't have to rearrange anything to put it on the outside.
It dries out quick in camp once I pitch it again, or if it's the last day of a trip, I set it up in the backyard within a day or so to let it air out and dry.
A good truffle-shuffle shake, then Snake skin wet, or dry goes on the bottom straps outside of my pack.

Didn't realize how thankful I should be that I have an outside pocket on my pack. I just chuck my tarp in a cuben fiber stuff sack, toss it in the outside pocket and hike on.
Can't be bothered with shamwows or other ways to dry the tarp. If it's gonna dry, it will dry by the time I pack it up. Otherwise, it will wait!
