A 10L roll down dry bag would work well
So to answer your question with all the great answers, figure your best way that floats your boat as synthetic can take packing any way you want! . I normally put it in the bottom of pack and pack everything else on it without a stuff sack.

I guess I'll be the guy who goes the other way... I personally keep all my insulation, whether it be TQ, UQ, puffy jackets, etc, in roll top dry bags. I never found a pack cover that sufficiently, in my mind, kept water out of my pack during sustained, extended rain. Not to mention every time you remove the cover to get at something instead your pack, you are opening up your insulation to getting wet. Plus, if I ever take a good dunking in a river or creek crossing, that pack cover ain't gonna do much to keep the water out!! Your insulation could be a real trip saver if you take a fall in water and need to get warmed up. I say treat it as such.
Always water proof the stuff that keeps you warm. Two is one and one is none. That's my rule for water proofing. A roll top bag is nice but I've spent several hours in swamps and stream crossing where my pack has been submerged. Heavy duty contractor bags have been very reliable. They're also cheaper than roll top bags.
