The primary suspension, when properly adjusted (initially fitted to a particular hammock - should be a one-time thing), ensures that the UQ will hug the hammock without compressing the UQ.
The secondary suspension keeps the UQ elongated so that it doesn't bunch up in the middle AND helps keep it in position length-wise along the hammock.
The cinches at the head and foot can be adjusted to keep the ends at the proper snugness without gaps, unless of course gaps are desired to dump heat.

Once you see it installed on a hammock it's fairly simple to understand. On each end of the hammock you have two basic adjustments. How tight the end of the quilt is cinched around the hammock and where the entire quilt rests along the length of the hammock. The secondary suspension accomplishes the latter.
there is no adjustment on the primary, it's sole purpose is to allow the underquilt to hang onto your hammock suspension. it's a fixed length of bungee cord that the underquilt can freely slide on. the secondary is just another piece of bungee cord on each corner that allow you to tighten/loosen each corner to secure the underquilt in place and adjust for a better fit. as ElanT said, once you see it, it's very obvious how it works.
This video will give you insight as to how to adjust it. Same whether partial or fulllength. More or less.

The way I do it on my WB Blackbird XLC is to separate the primary from the biner and loop that over the whipping at both ends. Then I attach the biner/secondary and adjust everything accordingly. After much trial and error, this is the method that works best for me.
do you use another biner on the primary, or a knot?
The vendors should just make a simple how to video on their own equipment so that nothing gets confused, or at least throw in some written instructions that deal with hot to use it with detailed photo's.Don't get me wrong mine came with instructions, but it was only for taking care of it and storage info. A video with Stormcrow himself teaching the in's and outs of our gear would be priceless knowledge for sure!
