    Tarp Tie outs

This is a stupid question. I am to the point of putting reinforcements for the tie outs and am wondering if they should be on the inside or outside?

Under. You want the reinforcement to be under the rolled hem. You want all of that to be on the underside so it gets less water in it.

Absolutely like Dutch said. If your using reinforcement panels put them on the under side of the tarp and roll them into the hem structure or edge binding.
