I've tried the freezing trick and it gets some bigger bits off. If the sap really gets into the weave, you'll need to use the rubbing (isopropyl) alcohol to get them really clean. Doesn't take much...
I'm going to pack a few extra alcohol wipes in my first aid kit for this. I used them up last trip when I sat on a sap covered log while "taking care of business" in the woods.

Rubbing alcohol will get rid of the sap on straps. If you want to use it on other fabrics (tarps and the like), test that it doesn't strip water repellant coatings or colors.
