Although I think you would have to make it wider, somehow, so it is more stable. I doubt a person can float and keep upright. Or somehow make it deeper so the CG is lower.

That's sounds like a pretty good idea. All you would have to do is sew some webbing at the end of the tube (or halfway) with those plastic buckles. Sounds cool, I already can visualize the aerial...
