A spot color is a specific color identifiable by a unique number of code. Think of going to Home Depot and selecting a swatch for a color of paint. They have a specific formula to recreate that exact color.

You've already answered the question, but just clarifying in-case someone else is wondering.

The entire process is fairly easy and making a vector graphic no longer requires thousands of dollars worth of software.

In a lot of cases, it's free online. This is just one of the ones I've used for making shirts for PSH: http://www.autotracer.org/

Making vector graphics has never taken thousands of dollars in software. Vector graphics software is relatively cheap. I have been hand drawing vectors every day for over ten years and have never spent more a a couple hundred pounds on software and i do it professionally.

Inkscape is a good FREE program that is kind of modelded after Adobe Illustrator. It has the ability to convert raster to vector pretty easily.
